Commercial plumbing, where the pipe is the smallest part of the problem.

A failed supply line costs a few thousand dollars. The same line leaking quietly under a slab for six years costs a structural repair. In coastal concrete buildings, plumbing is not a trade that operates next to the structure — it is one of the things that decides how long the structure lasts.

Academia holds its own Florida plumbing license and its own general contractor license. On a repipe in an occupied building that is not a convenience, it is the whole job: the demolition, the chases, the drywall, the finishes and the schedule are the project. The pipe is the easy part.

Plumbing is named in the SIRS. By statute, by name.

This is the part boards should read twice, because it is the one place in Florida’s condominium safety regime where plumbing is not an afterthought.

Florida Statute 718.112(2)(g) requires a structural integrity reserve study for each building three stories or higher, and it enumerates the elements that study must cover: roof; structure, including load-bearing walls and primary structural members and systems; fireproofing and fire protection systems; plumbing; electrical systems; waterproofing and exterior painting; windows and exterior doors; and a catch-all.

Plumbing is element d. Not a discretionary inclusion, not something a reserve preparer decides to add — a named element that must be visually inspected and reserved for.

The catch-all deserves precision, because sales copy routinely misstates it. It is a two-part test: an item must have a deferred maintenance or replacement cost exceeding $25,000 (or the division’s inflation-adjusted amount, whichever is greater) and its failure must negatively affect one of the named elements. Cost alone does not pull an item in. Anyone quoting you the dollar figure without the second half is quoting half a rule.

What this means in practice: a three-story-or-taller condominium with original cast iron or polybutylene is not facing a repair decision. It is facing a reserve funding obligation, on a statutory schedule, with a study that has to put a number on it. That is a very different conversation with an owner base, and it is the reason plumbing capital planning has moved from “someday” to a board agenda item across South Florida.

Two boundaries, stated plainly so nobody sells you across them: the milestone inspection under FS 553.899 is structural — plumbing is not in it. County 40- and 50-year recertification covers structural and electrical — plumbing is not in that either. The SIRS is where plumbing is named. Anyone telling you the county recertification requires a repipe is wrong.

What governs the work.

The Florida Building Code, Plumbing, 8th Edition (2023) took effect December 31, 2023, built on the 2021 International Plumbing Code with Florida amendments. Fixture flow rates come from Section 604.4 — water closets at 1.6 gallons per flush, urinals at 1.0, lavatory and kitchen faucets at 2.2 gpm, showerheads at 2.5 gpm. On commercial work these are not aspirational targets; they are the fixtures you are permitted to install.

Grease interceptors are governed by Chapter 10 and are required wherever grease-laden waste is produced — restaurants, hotel and school kitchens, hospitals, bars, cafeterias, clubs. Units must meet ASME A112.14.3 or PDI G-101. The 8th Edition added a requirement worth knowing before a build-out is designed: where a hydromechanical interceptor serves a dishwashing or utensil sink, the branch drain needs an emergency floor drain downstream, on a branch serving only that drain and the interceptor. Local utility pretreatment programs apply on top of the code.

Backflow prevention runs through Florida Administrative Code 62-555.360, which requires every public water system to maintain a cross-connection control program. Assemblies at non-residential connections must be tested on installation and at least annually thereafter, and repaired if they fail. Miami-Dade enforces this through its Cross-Connection Control Unit with testing by a certified tester; Broward enforces it under Chapter 34 of the county code, with notice mailed ahead of the compliance date. For a commercial property manager this is a recurring annual obligation with a paper trail, not a one-time installation.

Riser Replacement

Piping material is the most reliable predictor of what a building is about to spend. Note carefully what we do not say below: we do not publish a service life in years for any of these materials. Every such number circulating in this market traces back to someone selling a repipe, not to a published dataset. Condition is determined by camera and inspection, never by age alone.

Cast iron drain, waste and vent — roughly 1920s through the late 1960s

Cast iron fails from two directions at once, which is why it surprises people. From the inside, bacteria in the waste stream produce hydrogen sulfide, which oxidizes into a weak acid that eats the crown of the pipe while solids scour the invert — the section thins from within. From the outside, gray cast iron graphitizes: the iron corrodes away and leaves a brittle carbon shell that holds the pipe’s shape but carries no load. A graphitized line looks intact until something asks it to be strong, then cracks and discharges into the surrounding structure.

South Florida’s shallow, brackish water table drives the exterior half of that hard. Under a slab, the two mechanisms meet. Remediation is not one product: lining, tunneling, trenching and pipe bursting are all legitimate depending on whether enough sound pipe remains to line against. Lining is not replacement, and anyone offering one method for every condition is selling a method rather than solving a building.

Polybutylene supply — installed 1978 to 1995

Gray flexible tubing, widely installed until it was not. Chlorine and chloramine in treated water oxidatively degrade both the pipe wall and the acetal fittings. The frequently repeated claim that “only the fittings failed” is false — mid-run splits in the pipe wall are documented, which is why partial repairs disappoint.

The history is a matter of court record rather than plumbing folklore: Cox v. Shell Oil Co., filed and certified in 1995 in Tennessee, established a settlement fund that began near $950 million and grew to roughly $1.14 billion, with millions of notices mailed and hundreds of thousands of homes re-plumbed before claims closed in 2009. U.S. manufacture ended in 1996. Today the practical consequence in Florida is underwriting: unremediated polybutylene is among the strongest negative factors on a property, and carriers commonly require replacement before binding. That is insurance practice, not a legal ban — but it spends the same.

Galvanized steel supply — roughly 1900 through the late 1960s

The zinc coating depletes, the exposed steel rusts, and the rust builds inward as tuberculation that progressively closes the bore. The symptoms read as pressure loss and rust-colored water, and they are usually blamed on the municipal supply. External corrosion concentrates at threaded joints and where pipe passes through concrete or masonry, which is exactly where it is hardest to see.

Lead — a definition change most owners never heard about

The federal “lead free” standard changed in January 2014: the weighted average lead content of wetted surfaces in pipes, fittings and fixtures dropped to 0.25 percent, replacing the 8 percent threshold that had stood since 1986. That means a building plumbed before 1986 may carry lead-bearing solder and fittings on domestic water, and a building plumbed between 1986 and 2014 met a standard that is no longer the standard.

Separately, EPA’s Lead and Copper Rule Improvements were published in October 2024 and became effective at the end of that year, requiring water systems to have a service line replacement strategy by November 2027 and to complete lead service line replacement by November 2037. That rule is aimed at utilities, not at building owners — but where the lead is in the building’s own distribution rather than the utility’s service line, no utility deadline reaches it and the exposure sits with the owner.

Occupied buildings

How a repipe actually runs when nobody moves out.

In a high-rise, supply and drain risers run vertically through chases shared by every floor above and below. You cannot replace a riser in one unit. You replace a stack, and every unit on it is affected.

The sequencing is the deliverable. Work is staged by riser group, wing or floor range, with each floor’s water service interrupted for a defined window rather than indefinitely, and written notice ahead of every interruption. Where the schedule allows, new risers are run parallel to the existing system and units are cut over floor by floor before the old riser is abandoned — which costs more in material and saves more in occupant disruption than most boards expect.

Buildings above roughly five to seven stories also depend on domestic booster pumps to reach upper floors, so pressure continuity has to be maintained through the cutover rather than restored after it. And the constraint nobody writes into a bid: elderly and mobility-limited residents change what an acceptable service window is. A schedule that ignores that will be renegotiated in a board meeting, at a worse price.

This is the part that separates a plumbing contractor from a general contractor holding a plumbing license. The pipe is a fraction of the cost. Access, demolition, restoration, finishes, dust control, and keeping a building livable while you do it — that is the project.

Why it becomes structural

A slow leak in a concrete building is a structural problem on a delay.

The corrosion sequence in coastal concrete is well understood. Chloride penetrates the concrete cover, reaches the reinforcing steel, and depassivates it. The steel oxidizes, the oxide occupies more volume than the metal it replaced, and that expansion spalls the cover off. Once the cover is cracked, water reaches the steel faster, and the process accelerates on itself.

A leaking line inside a slab or wall feeds that process continuously. It saturates the concrete matrix, promotes carbonation, and keeps the corrosion cell running for as long as the leak goes unfound. Under a slab it does two jobs at once: the wet fill graphitizes the cast iron from outside while the same moisture works on the structure above. One defect, two failure paths, and the plumbing repair is very often the cheaper half of what gets discovered.

We will not overstate this. NIST’s technical findings on the Champlain Towers South collapse identified punching-shear failures at slab-column connections, with long-term water intrusion, corrosion and carbonation eroding margins over decades — the documented water pathways there were the pool deck and planter drainage, not a supply or waste line. It is not a plumbing case, and we are not going to use it as one. The general mechanism is real; that particular building is not the example.

Questions we actually get.

Is plumbing part of our SIRS?

Yes. Plumbing is one of the elements named directly in Florida Statute 718.112(2)(g) for buildings three stories or higher. It is not discretionary.

Does the 40-year recertification require a repipe?

No. County recertification covers structural and electrical. Plumbing is not in that scope, and neither is it in the milestone inspection, which is structural. Be skeptical of anyone who says otherwise.

How long does cast iron last?

We do not publish a number, because there is no credible dataset behind the numbers in circulation — they trace to companies selling replacement. Under favorable conditions cast iron can serve for a very long time; under a South Florida slab it can deteriorate far faster. The only honest answer comes from a camera in your building’s actual lines.

We have polybutylene. Is it banned?

It is not banned, and that is usually the wrong question. The operative question is insurance: unremediated polybutylene is a serious negative underwriting factor in Florida, and carriers frequently require replacement as a condition of coverage.

Can we do a repipe without residents moving out?

Yes, and that is how most of them are done. It is staged by riser and floor with defined service windows and written notice. The sequencing plan is the thing to evaluate in a bid — not the price per fixture.

How often does our backflow assembly need testing?

Non-residential connections require testing on installation and at least annually thereafter under Florida Administrative Code 62-555.360, enforced through your local utility’s cross-connection control program.
